The incident happened at the Mark apartments on Private Road 3057.
In a recording of the initial 911 call, the caller reported hearing screaming and saw a man pull a woman up some stairs into an apartment.
Police Chief Jeff McCutchen said officers responded to a second-floor apartment and knocked on the door where they met Kenneth Miller, 47, of Oxford, who was seen holding a shotgun.
A woman ran from the apartment to safety and the door slammed shut, the police chief added.
Negotiators talked with Miller for more than an hour.
While negotiating, McCutchen said Miller went out onto his balcony where he yelled at officers and pointed the gun at officers.
Officers then fired. Miller was pronounced dead at the scene.
