Devaull contested the results, alleging voting irregularities.
As a result of an investigation into the matter, the court says it found evidence of improper handling of ballots; polling place and ballot box irregularities; and fraud.
The judge stated 138 ballots were not handled or processed correctly and should not have been counted.
The court ordered a new primary run-off election, the arrest of notary Dallas Jones, and ordered two individuals to pay fines together totaling $75.
Jones has since been arrested and charged with voter fraud.
