home repair fraud. wtva's daniella oropeza joins us live with who's responsible. emily, the monroe county sheriff's department searches for a man that has gone to several people's homes, began a project but left once ge got their money. i spoke to a couple of these homeowners who didn't want to go on camera but allowed me to see these unfinished projects. take a look: system ." cantrell / monroe county sheriff's department) oropeza / monroecounty) "he's doing these people wrong." sheriff cecil cantrell says this man, andrew brainard, faces three counts of home repair fraud. "brainard is going to these people and making a lot of promises of what he can and do about repairing your house." or even building a house from scratch. this was supposed to be a home completed by march. the couple tells me they spent part of their retirement on this project. "there is did very little work and got around 30 some odd thousand dollars." i'm told a contractor came out to their property after brainard disappeared and told the couple they what have to tear down what was built and start over. and another home affected, this parsonage belonging to the church of god of prophecy. you can see tarp completely covers the roof after brainard left it exposed just before this week of rain. both couples leaving in each home has been displaced. now brainard is a wanted man.
